As Introduced: The bill requires quarterly reporting to the Legislature on the expenditures of the Division of Children and Family Services (CFS), with any movement of $250,000 or more between programs identified. LB 949 additionally requires CFS to submit a strategic plan with clear performance measures and a report on its ability to meet goals along with its budget requests in the next two budget cycles. Child Welfare budget items will also be part of a new, separate budget item.
As Amended: In addition to the requirements in the original bill, reporting of expenditures from January – June 2012 by CFS are due on July 30, 2012. Outcomes related to quarterly expenditures must be reported thirty days after the quarter ends as well. Budget requests have to include both statewide and service outcome expenditures and outcomes measures. Child Welfare must have a separate budget item as of July 1, 2012.
