The passage of the federal Family First Prevention Services Act would be a momentous victory for children and families both nationally in Nebraska. The bill would allow federal dollars to be invested in efforts to prevent child abuse and neglect, while also enhancing supports for family-like placements and for older youth. The bill has already passed the House of Representatives, but the Senate only has a few days to take action before its recess through the November elections.
For many years, Nebraska’s out-of-home placement rate has been one of the highest in the country. Although significant state reforms have been effective in increasing in-home supports and services, the Family First Act would allow federal child welfare dollars to be utilized for prevention to keep families together before they come to the attention of child protective services. The bill must pass this week before the included fiscal offsets expire at the end of the fiscal year.
